School Funding Debate: Kasich Adviser Discusses Tangible Property Tax Phase-out

The governor's proposal to accelerate the phase-out of tangible personal property tax reimbursements had a major effect on Solon schools

What is the proper way to fund schools in Ohio?

That's one of the big questions of our days, as the state wrestles with an $8 billion budget hole and tries to figure out a way to ensure that each student receives a quality education.

Last week, the Southeast Republicans held a forum on school funding, featuring an education policy official from the state, Solon school officials, a number of state representatives and other experts.

Today, the governor's assistant director for education policy, Barbara Mattei-Smith, describes why Kasich handled the phase-out of the tangible personal property tax reimbursements, which would have resulted in Solon Schools losing as much as 17 percent of its annual budget. That proposal has since changed, and similar school districts.
